ANRE Validates RON 412.94m in Post-Scheme Price-Cap Claims — NRG-IA

Between May 18 and July 31, 2026 , the National Energy Regulatory Authority (ANRE) validated settlement claims totaling RON 412.94 million under the price-cap and compensation schemes. In the final week of July alone, between July 27 and 31, the verified amount reached approximately RON 55.29 million , according to an update published by ANRE on August 3. Of the validated total, RON 288.28 million , equivalent to approximately 69.8%, was forwarded to the Ministry of Energy, while RON 124.66 million , around 30.2%, went to the National Agency for Payments and Social Inspection (ANPIS). This distribution reflects the architecture of the scheme: settlements for non-household customers are processed through the Ministry of Energy, while those for household consumers are handled by the National Agency for Payments and Social Inspection. The RON 412.94 million figure shows that the administrative process continues at a steady pace after the expiration of the schemes for active consumption. However, this does not automatically mean that RON 412.94 million has already been paid out to suppliers. ANRE validation and supplier payment are two distinct stages Suppliers submit their settlement claims to the responsible institutions and send the necessary documentation to ANRE. The regulator then verifies the data and determines the approved compensation amount for each supplier. Under the framework established by Emergency Ordinance (OUG) no. 6/2025, ANRE generally has 30 days from receiving a claim to determine the compensation amount . This deadline can be extended if missing documents, clerical errors, or data requiring rectification are identified. Following validation, ANRE transmits the approved figures to either the National Agency for Payments and Social Inspection or the Ministry of Energy. These institutions are the ones that actually disburse the payments. The mechanism also allows for an advance payment of 40% of the requested amount , with the remaining balance up to the ANRE-validated sum paid later. If the final approved amount is lower than the advance granted, the supplier must return the difference. The payment of both the advance and the remaining balance is, in turn, dependent on the Ministry of Finance transferring the designated funds. Consequently, the phrase "ANRE has validated RON 412.94 million" describes the conclusion of the verification phase for those specific amounts , rather than confirming that the entire sum has reached suppliers' bank accounts. Nor can the remaining balance actually due be directly deduced from the RON 412.94 million, as advance payments may have already been disbursed for some of these claims. Nearly 94% of the value was processed in just three weeks ANRE's data also reveals a highly concentrated validation timeline. Between May 18 and May 22 , approximately RON 248.38 million was validated. Between June 29 and July 3 , the validated amount stood at RON 82.57 million . In the final week of July, July 27–31 , another RON 55.29 million was validated. These three intervals total approximately RON 386.24 million , representing 93.5% of the entire RON 412.94 million reported for the analyzed period. During the remaining weeks between May 18 and July 31, a cumulative total of approximately RON 26.7 million was validated. The data thus indicates a process carried out in highly uneven batches, rather than a steady week-on-week flow. ANRE President George Niculescu attributed this outcome to the acceleration of the validation process, stating that the regulator aims to maintain this pace so that suppliers can recover their approved funds more quickly. Natural gas accounts for nearly two-thirds of the validated amount Of the total reported by ANRE, RON 261.92 million is related to natural gas consumption, and RON 151.03 million to electricity. Natural gas thus accounts for approximately 63.4% of the validated value , with electricity representing around 36.6%. These figures do not represent active consumption from May, June, or July 2026. The timeframe reported by ANRE is the period during which the claims were validated , not the consumption period for which the subsidized bills were issued. This distinction is essential because the support schemes that generated these settlements have already expired for active consumption. For electricity, the price-cap measures under OUG no. 6/2025 were applicable until June 30, 2025 . For natural gas, the scheme continued until March 31, 2026 . Since April 1, 2026, the gas market for household consumers has operated under a different mechanism established by OUG no. 12/2026.
