Banca Transilvania has granted Transgaz a €300 million financing facility to develop and modernize the national natural gas transmission infrastructure, marking the largest bilateral financing ever provided by the bank to the energy sector. The agreement was signed on August 12 in Bucharest by Transgaz's Director General, Ion Sterian, and Banca Transilvania's CEO, Ömer Tetik. The financing comes at a decisive moment for Romania's gas infrastructure. Transgaz is preparing for the entry of massive additional volumes from the Black Sea into the National Transmission System (NTS), as Neptun Deep advances toward its first production scheduled for 2027. In its own development plan, the operator estimates that the offshore project could inject approximately 8.16 billion cubic meters of gas per year, equivalent to 87.6 TWh , into the national grid starting in the autumn of next year. The new financing shifts the narrative's center of gravity. The primary infrastructure bringing gas from the shore inland, the Tuzla–Podișor corridor, is already classified by Transgaz as completed. The next phase is reinforcing the network to absorb these additional volumes and transport them to power plants, industry, local communities, and interconnection points with neighboring systems. The €300 million is already contracted, not just planned The agreement signed with Banca Transilvania represents a key shift from the situation in the spring, when Transgaz was still in the process of securing a financing facility of the same size. The press release issued after the signing unequivocally establishes the lender, the amount, and the general purpose: Banca Transilvania has granted Transgaz €300 million for its transmission infrastructure development and modernization program. The company links its 2026–2035 investment program to the development of the National Transmission System, expanding interconnections, diversifying routes and supply sources, and integrating Black Sea gas into the national energy system. Detailed financial parameters of the loan have not been disclosed. The maturity, margin, interest rate, grace period, or drawdown schedule are not publicly known. Consequently, while the contracting of the €300 million facility is confirmed, there is no public information indicating that the entire amount has already been drawn down by Transgaz. The record must also be precisely defined. The transaction is the largest bilateral financing granted by Banca Transilvania to the energy sector , not the largest financing in Transgaz's history. Neptun Deep shifts pressure from the coast to the entire grid Neptun Deep is the project that scales up the infrastructure requirements. In July, OMV Petrom announced the installation of the Neptun Alpha offshore platform, the completion of six out of ten development wells, and the installation of the approximately 160 km subsea pipeline to the shore. First production remains scheduled for 2027. Transgaz estimates that approximately 8.16 billion cubic meters per year will enter the national grid from Neptun Deep through the infrastructure connected to Tuzla–Podișor. This volume is large enough to shift the infrastructure challenge from one of resource access to one of overall system capacity to move the gas further inland. Tuzla–Podișor is no longer the project to be built with the new loan. Transgaz's plan lists it among completed projects, and the infrastructure for taking gas from the Black Sea coast has also benefited from previous financing. The current stake is what happens after the gas enters the National Transmission System. Podișor and Bibești must push volumes to major consumers Among the advanced projects in Transgaz's plan is the expansion of the Podișor and Bibești compressor stations, an investment estimated at €55.54 million , with completion scheduled for 2027. Increasing capacity and pressure at these nodes is designed to supply major consumers, including the new gas-fired power generation capacities at Mintia, Ișalnița, and Turceni, alongside industry and local communities. Another advanced project, valued at €100.21 million , targets the expansion of the Jupa station and the Recaș–Horia pipeline to increase transmission capacity in the western part of the country. These investments illustrate the shift that the Black Sea gas brings to the system's architecture: it is not enough for the gas to reach Podișor. It must be transported at the required pressures and volumes to areas where it can be consumed or directed toward regional markets.
