On the evening of July 20, the western zone managed by the Southwest Power Pool reached its most severe energy alert level, after record demand and the unexpected outage of several power plants drastically reduced available reserves. The operator warned that controlled outages might become necessary, but the situation improved before consumer supply was restricted. The episode did not affect the entire territory administered by SPP, but rather the West Balancing Authority Area, the western balancing zone integrated into the organization starting in April 2026. The eastern part of the system remained under normal operating conditions, under a precautionary advisory regarding resource availability. The distinction is essential. Although SPP coordinates a vast region across the central and western United States, the Level 3 alert did not mean that all states within its footprint were simultaneously on the brink of a blackout. The emergency was localized in the western zone, where the operator had to maintain the second-by-second balance between generation, imports, and consumption. From precautionary advisory to emergency in less than an hour SPP had anticipated the challenging conditions as early as July 19 and scheduled a Conservative Operations Advisory for the following day. This type of advisory does not indicate an active deficit and does not ask the public to reduce electricity use. However, it obligates power plants and grid operators to prepare for a potential rapid deterioration of the situation. The identified risks were explicit: widespread high temperatures, high peak loads, potential additional plant outages, and potentially reduced output from wind and other variable sources. SPP could commit certain units earlier than under standard market procedures to ensure maximum available capacity ahead of the evening peak. At 4:38 p.m. Central Time, the western zone entered Energy Emergency Alert Level 1. This level indicates that all available resources have been mobilized, and the system is at risk of being unable to maintain its required operating reserves. Just 29 minutes later, at 5:07 p.m., SPP went straight to Level 3. The maximum alert was downgraded to Level 2 at 6:00 p.m. and to Level 1 around 6:45 p.m. Thus, the interval during which the system was at Level 3 lasted 53 minutes. At 9:47 p.m., the operator also terminated the Level 1 alert, maintaining only the precautionary conservative operations status. Power continued to flow, and reserves recovered sufficiently to gradually lower the alert level. A controlled outage is different from an uncontrolled blackout. In the former case, the operator instructs utilities to temporarily disconnect certain areas or customer classes, typically on a rotating basis. This measure reduces demand sufficiently to bring generation and consumption back into balance. The goal is to avoid a dangerous drop in frequency and prevent cascading trips of power plants and transmission lines. A limited number of planned outages can prevent the loss of a much larger portion of the system for a longer duration.
