Diesel excise duty cut extended into 2027: RON 0.85/L relief — NRG-IA
The Romanian government has decided to extend crisis measures in the fuel market by three months, averting an immediate return to full excise duties on standard diesel. The decision, adopted on October 30 via Decision No. 937/2026, maintains the excise reduction mechanism for the period between November 1, 2026, and January 31, 2027. At the maximum 25% tier, the tax differential amounts to approximately RON 0.85 per liter of diesel, VAT included. For motorists, the scale of the intervention becomes evident during a standard refuel. According to Ministry of Energy calculations, based on an average standard diesel price of RON 10.90 per liter recorded on October 12, 2026, removing the excise discount could have pushed pump prices to around RON 11.75 per liter, assuming all other market conditions remained constant. Consequently, filling a 50-liter tank would have cost roughly RON 42 more. The decree ensures the continuity of fiscal intervention at a time when international refined product prices remain elevated. Beyond its immediate impact on passenger vehicle fueling, the excise cut influences freight transport, agriculture, and logistics costs. Concurrently, the state accepts lower budget revenues to buffer the domestic economy against global price spillovers. How the RON 0.85/liter cut works and its impact on pump prices The mechanism established by Law No. 162/2026 directly adjusts excise duties levied on fuel. The standard diesel excise rate for 2026 stands at RON 2,804.29 per 1,000 liters. Applying the maximum 25% discount lowers the duty to RON 2,103.22 per 1,000 liters, creating a gross tax relief of RON 701.07—equivalent to around RON 0.70 per liter before VAT. Since value-added tax also applies to excise duties, the total tax reduction reaches approximately RON 0.85 per liter at the 21% VAT rate. For a 50-liter fill-up, the calculated savings come to RON 42.41, climbing to nearly RON 85 for 100 liters. These figures demonstrate the tax mechanism's role in containing retail prices compared to a scenario where full duties are levied. However, the reduction does not represent a new price drop of RON 0.85 relative to current pump prices. The measure has been active for several months, and the lowered duty is already factored into existing retail prices. By extending the mechanism, the government avoided an abrupt expiration of the benefit on November 1, preventing additional tax pressure on diesel prices. The final retail price remains tied to international refined product benchmarks, foreign exchange rates, refining margins, logistics, distribution costs, and commercial markups. If international diesel prices rise, these increases can offset part or all of the tax benefit seen at the pump. Conversely, easing global benchmarks could prompt further retail price drops without any change in excise rates. The discount is not automatically fixed at 25%: levels are recalculated fortnightly A defining feature of the Romanian framework is its variable design. The law allows excise reductions in tiers of 5%, 10%, 15%, 20%, or 25%, depending on market trends. The Ministry of Finance sets the applicable rate for each bi-weekly period based on market tracking data provided by the Competition Council. The formula tracks both international Platts diesel benchmark fluctuations and average domestic retail prices against a legally defined reference baseline. The discount tier is determined by the lower threshold met by the two indicators; if market metrics drop below activation triggers, tax relief can fall to zero. Thus, extending the crisis status maintains the legal backing for intervention, while the size of the tax cut remains adaptable to market fundamentals. For the October 16–31, 2026 period, the Ministry of Finance kept the maximum 25% discount in place after official analysis showed a 47.78% increase in Platts diesel quotations and a 35.60% rise in average pump prices relative to the mechanism's baseline. These spikes justified maintaining the benefit at the maximum statutory ceiling. For November 1–15, market tracking published following the decree's approval indicates that the 25% reduction remains active, keeping excise duties at RON 2,103.22 per 1,000 liters. The next assessment will cover the November 16–30 window, when the Finance Ministry determines whether market benchmarks warrant keeping the current discount or adjusting it. This formula establishes a direct link between market pressures and the magnitude of tax relief. Higher international and domestic price levels trigger larger tax cuts, up to the 25% cap. As market conditions normalize, the framework allows for a gradual step-down of the support measure. Price relief comes at a cost: up to RON 460 million per month in foregone excise revenue The government's decision carries significant fiscal implications. According to estimates in the policy impact assessment accompanying the extension, maintaining the maximum 25% excise cut could reduce state…
