Diesel falls below RON 10/l: excise cut trims 68 bani — NRG-IA

Standard diesel returned below the threshold of RON 10 per liter on Sunday, August 16, in some Romanian filling stations, after the temporary 20% excise duty cut effectively came into force. At Petrom stations in Bucharest monitored by the financial press, the price dropped from RON 10.67 to RON 9.99/liter , while Socar also displayed RON 9.99/liter at certain locations. The decrease of 68 bani per liter represents the combined effect of the lower excise duty and the corresponding VAT reduction on a lower taxable base. For a 50-liter tank, the difference amounts to approximately RON 34 . The impact is far greater for haulers, agriculture, and companies consuming significant volumes of diesel, at a time when the price of this fuel has been driven up by tensions in the international oil products market. The excise duty rate for standard diesel sold on the domestic market decreases between August 16 and 31 by RON 560.86 per 1,000 liters , from RON 2,804.29 to RON 2,243.43/1,000 liters , according to the Ministry of Finance. On a per-liter basis, the excise duty reduction is RON 0.56086 , or approximately 56.1 bani. Because the excise duty is included in the VAT taxable base, the tax cut produces an additional effect. At the standard VAT rate of 21%, the total impact reaches approximately RON 0.679/liter , rounded to 68 bani. The distinction is important: the excise duty was not reduced by 68 bani per liter, nor did diesel become 20% cheaper. The excise duty was reduced by 20%, and the total fiscal impact on a liter of diesel is approximately 68 bani. On the morning of August 16, this effect began to show in the market. Data from Profit.ro for stations in the capital indicated RON 9.99/liter at Petrom, RON 10.01 at Socar, RON 10.05 at OMV and MOL, RON 10.11 at Rompetrol, and RON 10.20 at Lukoil. Price updates may appear at different times in databases and aggregators tracking the stations, but the RON 10 threshold has already been broken on the downside by some of the largest networks. The 20% reduction is the result of a formula, not a fixed level until October The August measure is the first application of the dynamic mechanism introduced by Law no. 162/2026. This allows the Ministry of Finance to temporarily reduce the excise duty on standard diesel by a percentage between 5% and 25% , depending on market developments. The calculation uses two benchmarks: the variation in international Platts diesel quotations and the variation in the average pump price of standard diesel in Romania. The indicators are analyzed twice a month, and the reduction level is set for the next biweekly segment. If the market no longer meets the conditions stipulated by law, the reduction can return to zero. For the current period, the Ministry of Finance calculated a 34.13% increase in the Platts diesel indicator and a 23.01% increase in the average pump price compared to the benchmarks set by the mechanism. The combination of the two indicators led to a 20% excise duty reduction for the August 16–31 period. This framework changes the nature of the fiscal intervention. The excise duty level is no longer reduced by a single flat amount set for the entire crisis period, but can be adjusted successively depending on market developments. The law establishes a crisis situation in the crude oil and petroleum products market for the period August 7 – October 31, 2026 , with the possibility of extension by Government decision. However, the legal period of the mechanism should not be confused with the duration of the current reduction: the 20% rate is valid only between August 16 and 31 . For the next segment, the Ministry of Finance will perform a new calculation. The international diesel market triggered the mechanism The intervention comes after a much faster rise in diesel prices than crude oil trends alone would suggest. The global distillates market has been hit in recent months by supply and refining issues, refinery attacks, restrictions on Russian exports, and low inventory levels. Reuters reported on August 10 that global diesel prices rose sharply amid tight supply, with European diesel refining margins climbing by nearly 10% in a single session. Three days later, diesel was trading in Europe above jet fuel, an unusual reversal reflecting stronger pressure on diesel supply. In Romania, external pressure compounded domestic taxation, pushing standard diesel into the RON 10.7–10.9/liter range at major retail networks in the first half of August. The excise duty reduction now cushions part of this increase without altering the commercial price-setting mechanism. Diesel therefore remains exposed to international price movements, refining costs, exchange rates, and operators' commercial decisions.
