350 Million RON Funding for Critical Infrastructure: How the Capital is Allocated Transelectrica has secured over 350 million RON from the European Modernization Fund to digitize the electricity transmission grid (RET), according to official reports published by Economica.net and Ziarul Financiar. The two non-repayable funding contracts, signed on Monday with the Ministry of Energy, target the digital transition of the transmission system and its resilience against new technological challenges. This massive capital injection represents a vital step for Romania's energy security. The first financing line focuses on upgrading the hardware and software infrastructure of the Supervisory Control and Data Acquisition/Energy Management System (SCADA/EMS). This system represents the technological brain through which the National Energy Dispatcher (DEN) monitors and controls electricity flows across Romania in real time. Upgrading these technologies will allow for much more precise coordination of cross-border interconnections and rapid management of frequency imbalances. The second contract is directed toward retrofitting electric transmission substations and integrating advanced asset monitoring systems. This component will enable the transmission system operator to transition from reactive to predictive maintenance using state-of-the-art IoT sensors. Through this technology, technical teams can detect thermal anomalies or equipment wear before they cause trips or major blackouts at critical grid nodes. The Influx of Renewables and the Physical Aging of Transmission Substations The signing of these contracts comes at a time when the transmission grid faces a dual structural challenge. On one hand, the primary equipment in the transformation substations exhibits an advanced degree of physical and moral wear. On the other hand, the massive integration of new renewable energy production capacities puts unprecedented pressure on national dispatchers. The National Energy Dispatcher must manage extreme volatility from wind and solar production, which is often concentrated in regions with limited evacuation capacity, such as Dobrogea. Without an upgraded SCADA system, the risk of grid congestion increases significantly, limiting the integration capacity of new green projects. Digitization thus becomes a mandatory condition to maintain the physical balance between production and consumption. The Modernization Fund is currently the primary financial tool allowing Romania to avoid directly passing these massive investment costs onto transmission tariffs. Without these non-repayable funds, Transelectrica would have had to finance digitization through its own resources or bank loans. This dynamic would have increased the Regulated Asset Base (RAB) and put direct pressure on tariffs approved by ANRE, ultimately impacting consumer bills. Real-Time Dispatching and Mitigating Grid Congestion Risks Implementing the new digital systems will ensure greater flexibility in operating Romania's high-voltage grid. By digitizing substations and upgrading the SCADA system, Transelectrica will be able to better anticipate and manage grid congestion. This will optimize cross-border flows and maximize allocation capacity on interconnections with neighboring countries. For the energy market, a digitized transmission system means reduced costs for system and balancing services. These technological costs are ultimately reflected in the bills of industrial and household consumers. Additionally, digitization will facilitate the rapid integration of new wind and solar farms, minimizing instances where dispatchers must curtail green production for safety reasons. Through predictive monitoring, Transelectrica will also reduce operational costs related to emergency interventions. Planning maintenance work based on real-time data will extend the lifespan of high-power transformers. This approach streamlines the allocation of the state company's financial resources toward other strategic transport capacity expansion projects. Implementation Deadlines and Monitoring Technical Milestones The projects funded under the two contracts must be implemented in accordance with strict schedules agreed upon with the Ministry of Energy. Most technical milestones are scheduled for completion within the next three years. Transelectrica must execute public procurement procedures for SCADA equipment and software solutions without disrupting the ongoing operations of the National Energy Dispatcher. The main risk remains the administrative capacity to manage complex IT and industrial technology tenders without delays. In a global market where lead times for microelectronic components remain high, any bottleneck in procurement procedures could delay the commissioning of the new systems. Strict monitoring of each project stage will be essential to avoid losing the non-repayable financing from the Modernization Fund.
